The signal would be reduced by 18dB.
An attenuator performs the opposite function of an amplifier. While an amplifier provides signal gain, an attenuator reduces signal strength (provides loss), or gain less than 1. Having a signal that is too strong can cause the same kind of reception problems as having a signal that is too weak. This type of attenuator is designed to work with a terrestrial TV signal from a TV aerial.
